The English and Publications Section is responsible for the editing, proofreading and production of ICAO publications in English, as well as multilingual publications, the translation and revision of working papers and other documentation into English from other working languages of the Organization (French, Russian, Spanish), and occasionally from other languages, and the conduct of English language examinations.
Qualifications & Experience - Essential
A. Academic qualifications
Advanced university degree (Master’s or equivalent, which should be substantiated by the applicant), preferably with emphasis on modern languages, or on technical, economic or legal studies.
B. Professional experience and knowledge
- Extensive experience (preferably 12 years) in increasing levels of responsibility and reaching managerial level in the translation, revision, editorial and publications services in an international organization or government administration.
- Sound experience in the planning, management, coordination and supervision of translation, revision, editorial and publications services.
- Must have passed the United Nations (UN) competitive examination for translators or editors.
- Demonstrated ability to translate into English from at least two of the following languages: French, Russian, Spanish. Ability to revise translated text and edit English documentation.
- Knowledge of and experience with contemporary publishing practices.
- Knowledge of and experience with the practices of United Nations (UN) international organizations in the planning, management and coordination of translation, revision, editorial and publications services.
- Experience in supporting change initiatives, promoting quality management and fostering innovative reforms.
C. Competencies
- Judgement/Decision-making: Proven ability to plan, manage, coordinate and supervise assigned area of work. Ability to recognize key issues, recommend solutions to problems related to policy or practice and oversee their implementation, and bring to completion defined projects.
- Professional competence and communication skills: Ability to lead and ensure timely, high-quality, customer-focussed and cost-effective translation, revision, editorial and publications services. Ability to write clearly and concisely and to present articulate verbal reports.
- Managerial competencies, including leadership, vision, management of performance: Demonstrated ability to plan and develop work plans, making effective use of staff and freelance resources. Lead and manage a diverse language team of professional and support staff of different nationalities.
- Building partnership/trust: Ability to work with and acquire the collaboration of staff at all levels as well as counterparts in other international organizations. Ability to maintain harmonious working relationships in a multicultural environment.
- Technological awareness: Ability to use personal computers and contemporary software and to keep abreast of available technology related to language and publications services, such as online terminology databases, computer-assisted translation applications, documentation production and workflow systems. Ability to direct the application of computer technology for the improvement of business processes.
D. Standards of Conduct
International outlook, character and integrity: Adherence to and capacity to promote the values and framework of the UN Standards of Conduct for the International Civil Service and/or equivalent national or international standards of conduct.
Qualifications & Experience - Desirable
- Experience in the modernization and implementation of an automated language or administrative service.
- Knowledge of and experience with outsourcing practices and related business processes.
- Knowledge of aeronautical terminology.
Languages
A complete command of English as the mother tongue or the language used for the purpose of education, including an intimate knowledge of its syntax and stylistics, as well as a profound knowledge of French and a working knowledge of Russian or Spanish.
Major Duties
Under the general direction of the Chief, Language and Publications Branch (C/LPB), the Chief will lead an international team in the provision of English translation, revision, editorial and publications services. In particular, the Chief will:
- Plan, organize and manage the human and financial resources assigned to the Section, promote customer-oriented services through quality management, providing direction, motivating staff and fostering good performance and teamwork. The Chief will take the necessary actions to ensure adequate staffing, optimum productivity and efficient management and operation of the Section, in particular in relation to:
a) the proper and effective use of allocated resources;
b) the selection, assignment, guidance, training, supervision, performance management and career development of staff, ensuring the best utilization of their knowledge, competencies and experience; and
c) the establishment and monitoring of work priorities, ensuring the provision of timely and efficient translations and revisions into English, as well as the editing of publications material and production of multilingual publications.
- Plan the current and future staffing and budgetary resource requirements of the Section including regular, temporary and freelance staff, as well as outsourcing requirements, and provide the necessary estimates to C/LPB for incorporation in the annual and triennial budgets as well as the Organization’s meetings programme and budget.
- Plan, coordinate and manage the Organization’s English freelance and outsourcing requirements and prepare the necessary contracts or direct purchase orders for the approval and signature of C/LPB.
- Translate into English, revise translated text, or edit English documentation, with particular regard to sensitive texts or texts of a confidential, difficult or complex character. Assume responsibility for the release of English documentation and publications.
- Advise on English language matters and make authoritative linguistic determinations in that language. Participate in the work of the Publications Priority Board and other bodies concerned with the production of documentation.
- Prepare examination material to test prospective candidates for translator, reviser and editor positions/assignments, assess results and make recommendations on their suitability.
- In coordination with C/LPB, conduct English language proficiency exams for ICAO staff, assess results, and ascertain their eligibility for receipt of language allowance(s).
- Undertake supervisory assignments in language services at meetings away from Headquarters.
- Perform other related duties, as assigned.
Duration of Appointment
Initial appointment will be on a three-year, fixed-term basis (first year is probationary for an external candidate).
