Colleagues have been wondering why the new UN Agreement has not been posted on the website. We felt we should not do so until the parties had signed it. Below we explain the cause of the delay in completing this formality.
A problem first emerged concerning the signing of the Agreement in early July after AIIC had sent its letter of ratification at the end of June; we believed that this matter would be settled quickly. However it was not and an exchange of correspondence continued into August. It was arguably remiss of us not to keep you posted and we now wish to remedy that failing.
The new AIIC-UN agreement came into effect on 1st July 2012 and the new rates apply as of the same date. The UN – more accurately the Chief Executives Board for Coordination or CEB – confirmed entry into force of the new Agreement and application of the new pay scales on 16th July 2012.

AIIC's letter of ratification included comments, made various recommendations concerning the future (including on the social security issue raised at the World Sectoral) and set out two footnotes we sought to include that arise from the new arrangements for non-working/unpaid weekends.
Footnote to Para 17:
“AIIC's Code of Ethics prohibits interpreters from accepting two simultaneous contracts with different employers. Therefore, if employment with an Organization straddles such sixth and/or seventh days, and one or both of those days is not remunerated, separate contracts are to be issued in order to release the interpreter from any obligation vis-à-vis that Organization when he/she is not (being) remunerated by it."
“AIIC does not accept, and has never accepted, the averaging of workload over separate periods of uninterrupted engagement, including when such periods occur in two consecutive weeks.”
In a reply to our letter of ratification the UN coordinator stated that our letter could not be accepted. He believed that we were seeking to amend the Agreement, introducing a ‘universal reservation’ and creating a ‘patchwork agreement’. He rejected our footnotes whilst at the same time accepting reservations that some organisations had introduced after negotiations. AIIC believed this to be a misunderstanding or misinterpretation of our letter since it had made it crystal clear that we ratified the Agreement.
The AIIC President wrote to the UN clarifying our position and received in reply a note again rejecting the wording of the letter of ratification and the footnotes. Since AIIC considered this reaction inequitable a further letter was sent to the UN coordinator at the end of August stressing our wish to sign the Agreement but insisting on the legal importance of our footnotes and offering a solution to the reservations/footnotes problem in the text.
We await the UN’s reply and hope that the Agreement can soon be officially signed and published.
